Student Residence Permit in Türkiye (2026): Step by Step

You have an admission letter from a university in Istanbul — or you are about to apply for one — and the next word you keep running into is ikamet. Every international student in Türkiye needs a student residence permit (öğrenci ikamet izni). The student visa in your passport only gets you through the door; the permit is what lets you stay, register for health insurance, open a bank account and, if that is your plan, sign for a football club. This guide walks through the 2026 procedure in the order you will actually meet it, with every step tied to the official text.

It is written for the students who write to fmag.tr most often — from Lagos, Accra, Dakar, Bogotá, São Paulo and Casablanca — but the rules are the same for everyone. fmag.tr is a directory of football agencies, not a law firm or a university: where the law is clear we quote it, where practice varies we say so. Last checked against the official sources listed at the end on 30 August 2026.

1. Student visa vs residence permit: two different documents

  • The student visa is issued by the Turkish consulate in your country before you travel. The official Study in Türkiye portal (YÖK) is blunt about timing: apply as soon as you receive your admission letter, because consular procedures take time (Study in Türkiye — visa and residence). Applications go through konsolosluk.gov.tr; nationality rules are on the MFA visa page. Citizens of some countries enter visa-free: the law exempts anyone arriving with a visa or visa exemption of up to ninety days from needing a residence permit during that period only (Law No. 6458, Art. 20/1-a).
  • The student residence permit is applied for inside Türkiye, after enrolment. Residence permits are normally requested at consulates abroad, but student permits are one of the exceptions that may be filed with the governorate — in practice the Provincial Directorate of Migration Management (İl Göç İdaresi Müdürlüğü) — from within the country (Law No. 6458, Art. 21/1 and 22/1-ç).

The visa is a travel document; the permit is a residence document. You need both, in that order.

2. Who qualifies, and for how long

Article 38 of the Law on Foreigners and International Protection grants a student residence permit to foreigners studying at a Turkish higher-education institution at associate, bachelor's, master's or doctoral level (Law No. 6458, Art. 38/1). Three details matter:

  • Duration follows the programme. If the course is shorter than a year, the permit cannot be longer than the course (Art. 38/4) (Göç İdaresi — types of residence permit). Most students receive one year at a time and extend annually.
  • It is personal. The permit gives your parents and other relatives no right to a permit of their own (Art. 38/3); only a spouse and children can be sponsored for a family permit.
  • Three conditions are checked: the supporting documents, not falling under the entry-ban grounds of Article 7, and an address in Türkiye (Art. 39). The permit is refused, cancelled or not renewed if evidence shows you cannot continue your studies, if it is used for another purpose, or if a deportation decision or entry ban exists (Art. 40).

Turkish-language preparatory students are a separate case — Üsküdar University's office notes they need a language-course visa (Üsküdar residence-permit desk); ask your university which category you fall into.

3. The application, step by step

The Presidency of Migration Management publishes a five-step booklet for students; the steps below follow it and add what changed with the university protocol of 29 November 2023 (Göç İdaresi — student permit documents; booklet, PDF).

  1. Complete final registration (kesin kayıt) and obtain a signed or e-signed student certificate (öğrenci belgesi). Nothing else can start before this.
  2. Sort out health insurance in the first weeks. A foreign student who applies to the Social Security Institution (SGK) within three months of first registration becomes a general health insurance (GSS) policyholder (Law No. 5510, Art. 60; SGK announcement). The stamped application document is accepted in the permit file; miss the three months and a private policy covering the whole permit period becomes compulsory (booklet, item 4). The SGK application can be filed and tracked on e-Devlet.
  3. File the online application. At e-ikamet.goc.gov.tr choose "I am applying for a residence permit for the first time", fill the pre-registration form and select student residence permit as the type. Print the generated form and sign it; it also states the document fee you owe (booklet, steps 1–2, item 7). Use an e-mail address and phone number you actually check — the directorate and the courier reach you through them.
  4. Register your fingerprints. Since the 2023 protocol, fingerprints are taken after the online application and the fingerprint number goes into your file. In Istanbul, Üsküdar's office lists the Fatih provincial directorate and the Kumkapı, Sultanbeyli, Pendik and Esenyurt offices, without appointment, with passport and student certificate in hand (Üsküdar).
  5. Pay the card fee and keep the receipt — see section 5.
  6. Hand the complete file to your university, not to the migration office. Under the protocol in force since 29 November 2023, students submit the registration form and documents to the university's relevant unit — student affairs or the international office — without waiting for an appointment date (Study in Türkiye). The university sets a deadline and will not accept an incomplete file (booklet, step 3).
  7. The university forwards the file to the provincial directorate, which may ask for additional documents; the booklet warns you to trust nobody except university or directorate staff during this period (step 4).
  8. Wait for the decision and the card. Applications must be concluded within ninety days at the latest (Law No. 6458, Art. 21/5). The card is printed centrally and delivered by PTT to the address you declared, with an SMS when it ships (booklet, step 5). Track the file under "I would like to see my application result" on e-ikamet, on e-Devlet, or by calling the free foreigners' hotline YİMER 157 (yimer.gov.tr).

The rule that overrides everything else: a first application must be filed while your visa or visa-exemption period is still running (booklet, "points to note", item 1). Arrive, enrol, and start the e-ikamet form the same week if you can.

4. Documents checklist

The Presidency's list for a student first application (booklet, "documents you will need"), plus what universities ask for in 2026:

  • Application form generated by e-ikamet, printed and signed.
  • Passport — original and photocopy of the identity page and every stamped page. It must be valid at least sixty days longer than the permit you request (Law No. 6458, Art. 21/2); the permit is issued sixty days shorter than the passport (Art. 23/1). A passport with eight months left buys a six-month permit.
  • Four biometric photographs, white background, taken within the last six months.
  • Health insurance — one of: the stamped GSS application document from SGK, a private policy covering the permit period, a bilateral social-security agreement document, or an SGK provision document.
  • Student certificate, signed or e-signed and stamped.
  • Proof of address — a signed and stamped letter from your dormitory, or a notarised rental contract naming you as tenant. Üsküdar adds: a residence certificate from e-Devlet issued within the last seven days and, for students living with a sponsor, the sponsor's residence certificate and a utility bill.
  • Card-fee receipt, original.
  • Fingerprint number; for renewals, a copy of the old card and your transcript.
  • UETS number — the national electronic notification address that universities such as Üsküdar now list among the required items.
  • Under 18: parental consent and birth certificate.

Üsküdar's office states that everything in the file must be in Turkish. If you arrive with no Turkish at all, that is one reason to join a university Turkish course early (ÜSTÖMER).

5. Fees in 2026

Two amounts exist; students usually pay only one of them.

  • Document (card) fee: 964.00 TL for 2026, set by the Official Gazette of 24 December 2025 and applied to every nationality (Göç İdaresi — document fee and harç amounts). Üsküdar's desk quotes the same figure. It is paid at a tax office (Maliye veznesi) or an authorised bank and the receipt goes into the file (booklet, item 7).
  • Residence permit harç (the nationality-based fee): students enrolled at Turkish schools or faculties are issued the permit without harç under Article 88(a) of the Fees Law (Law No. 492, Art. 88). That is why a student file normally carries only the card fee — but do not rely on our reading alone: the e-ikamet form prints the exact amount you owe. On 30 April 2026 the Presidency confirmed that no change to residence permit fees had been made for the year (statement).
  • Extension applications receive a document that is explicitly free of harç, and you may stay in Türkiye on it until the decision even if the old permit has expired (Law No. 6458, Art. 24/2).
  • GSS premium: calculated on one-third of the minimum wage base (Law No. 5510, Art. 60); the figure changes with the minimum wage, so ask SGK for the current monthly amount. Private policies vary.

Nobody in this process needs to be paid for "assistance". The only official channels are the university unit, the provincial directorate and YİMER 157.

6. A realistic timeline

  • On the admission letter (spring–summer): apply for the visa; book accommodation so you can prove an address on arrival — a dormitory letter is the simplest proof (Üsküdar accommodation office).
  • Arrival week (September): final registration, student certificate, address.
  • Weeks 1–3: SGK application for GSS (the three-month clock is already running); e-ikamet application while the visa is valid; fingerprints; card fee; file to the university.
  • Up to 90 days after filing: decision (Art. 21/5). Do not book travel out of Türkiye while the card is pending.
  • Card delivered by PTT, SMS notification.
  • 60 days before expiry: file the extension on e-ikamet — from sixty days before and in every case before the permit expires (Art. 24/2).

7. Keeping the permit valid

  • Stay enrolled. Freezing your registration, failing to re-register or being dismissed cancels the permit (booklet, item 4; Law No. 6458, Art. 40/1-b). Üsküdar defines "active" as registered, courses selected and attending.
  • Report changes fast. New university or department in the same province: tell the university unit within 20 days. Moving to a university in another province: new e-ikamet application selecting the new province within 10 days (booklet, items 2–3). Changes of address, passport or marital status: within 20 working days to the university and the provincial directorate (item 6).
  • Working is regulated, not banned. Degree students may work with a work permit; for associate and bachelor's students the right begins after the first year (Law No. 6458, Art. 41). The employer applies; questions go to ALO 170. Unpaid amateur sport is not employment — see section 9.
  • After graduation you may switch to a short-term permit from within Türkiye (Art. 22/1-ı); half of your student years count towards the continuous residence needed for a long-term permit (Art. 28/2).

8. Common mistakes

  • Waiting for an "appointment" that no longer exists. Since November 2023 student files go through the university. Students who sit at home refreshing e-ikamet lose the visa window.
  • A passport running short. Sixty days of extra validity are required; renew it at your consulate before applying if it is close.
  • Missing the three-month GSS deadline, then paying for a private policy for the whole year.
  • A rental contract that is not notarised, or not in your name. The directorate wants a noter onaylı contract with you as tenant, or a dormitory letter.
  • Paying a "consultant". Outside the university and the directorate, nobody is part of this process.

9. What a good international office does — the Üsküdar example

The 2023 protocol made the university the front desk of the process, so the quality of that desk decides how painful your first term is. Üsküdar University's International Office, on the Asian side of Istanbul, publishes the whole route on one page — e-ikamet, fingerprints, document list, submission days (Monday, Tuesday, Wednesday and Friday, 09:30–17:00, Central Campus Block A, Room 224), the 2026 card fee and the tracking channels — and books residence appointments online (residence-permit desk). The same office handles admission with published entry routes (admission requirements) and places students in partner dormitories that issue the address letter the file needs. Frequently asked questions

Can I apply for the student residence permit before I arrive in Türkiye? No. The student permit is filed from inside the country, after enrolment (Law No. 6458, Art. 22/1-ç; booklet, step 1). What you obtain abroad is the student visa.

How long does the decision take? At most ninety days from application (Art. 21/5). Complete files often close sooner; plan for the full period and track the file on e-ikamet or e-Devlet.

Do I need private health insurance? Not if you apply to SGK for general health insurance within three months of first registration; the stamped application document is accepted in the file. After three months a private policy becomes compulsory (Law No. 5510, Art. 60; booklet, item 4).

Can I work while studying? With a work permit, yes; associate and bachelor's students only after the first year (Art. 41). Unpaid amateur sport is not work.

Can my parents or siblings get a permit through me? No. The student permit confers no rights on parents or other relatives (Art. 38/3). A spouse and children may apply for a family permit with the student as sponsor.

What happens if I change university or city? Same province: notify the university unit within 20 days. Different province: new e-ikamet application within 10 days and documents to the new university (booklet, items 2–3). Withdraw formally from the previous university first.
